These bills would require lawmakers to specify the source of the Constitutional authority to enact a law. What a novel idea! The bills are one page, easy to read and understand, so I would think they could actually find time to read it. The bill has 52 Co-Sponsors in the House (no, Chet Edwards isn't one of them, but that shouldn't surprise you), and 22 in the Senate (Kay Baily Hutchison is listed but not John Cornyn). Contact your Representative and your Senators with your opinions, surely they could handle passing this legislation without adding any amendments, pork or earmarks.
